is every nvidia 9 series is better than 9 series??

I don't get what you are talking about.
If you mean if the 9 series are better than the 8 series, then, no.
The 9 series are actually just a rebadge of the 8 series. They are essentially the same cards. So, that said, a 9800 GTX is just a 8800 GTX. Also, a low end 9-series would be inferior than a high end 8-series (a 9500 GT would be way below a 8800 GTX, for example).
Both the 9 series and the 8 series are very old. There are newer cards such as the GTX 600 series.
