Need advice on new HTPC build, AVCHD editing

System Usage from Most to Least Important: Window Media Center DVR with 2 OTA tuners/ AVCHD home video editing/ Video Encoding via Handbrake software/ web browsing/ MS Office.

Additional Comments: I'm planning on building an HTPC running WMC 7 24/7 as an OTA 2 tuner HD DVR, and hopefully be able to use the same system to web browse, use MS Office, and occasioally edit home movies nativelly in AVCHD format. My first question is whether or not this is going to be possible an a budget of $850? Second, if it is, is the system I am proposing below work for my needs? Will I be able to overclock with the proposed low profile cooler? Any advice is welcome. I'm not new to technology but this is my first pc build from scratch.

What do you think of this? Better CPU cooler, motherboard, better memory, better hard drive, better SSD, much cheaper PSU (no need for a high wattage model on this computer), and a Blu-Ray RW drive. I threw in a new case because you'd get much better CPU overclocking results with a higher airflow case and a proper CPU cooler. If you really want to use your old case, I can change the build for that, but since this new case and cooler are a mere $52 together despite both being pretty great, why not?

I think that you'd be fine on the integrated graphics (which is on the CPU die, not on the motherboard, for the LGA 1155 socket platforms), but if you want a discrete card, I could make recommendations there. I'm not sure if you'd use it or not, but I could still make recommendations if asked to do so.

I didn't include a tuner because I'm not familiar with them and don't know what to recommend or even suggest for that.
