So can my mobo use this card??

Also what is the best card it can run my power supply is 450watt
My mobo pcie is pcie 1.0 16x i believe

Yes, it will work. Even though this is newer video card, it is backward compatible with your older motherboard PCIe slot.

Yes that card uses 43w and does not require pci-e connector. The 450w recommendation is overstated, it would be fine with a 300w psu.
