First of all, I would like to aplogize for a noob question.. If the button shows the green On button in Virtu MVP Control Panel, does it mean it is enabled? I'm really confusied, because in some cases it means that you have to click the green On button to turn on something.. And when playing games, should I turn both VSync in-game and Virtual Vsync on?

Yes, you must run Vsync in-game to be able to use Virtual Vsync -- when green.
Some games work only when both Hyperformance and Virtual V-sync are disabled.
So, be careful.

If the green button is 'ON' it is enabled instantly in the system.
