Is it safe to ship a graphics card without the antistatic bag?

Like the title says is it safe to ship a gpu(gtx 670) in the box still with the foam it came with but no anti static bag?

It will probably be fine. Most people ship without one, but it is good to be safe.

Does it say that you do in the directions? If so, then no. I shipped my evga 560ti without one and they accepted it.
