Yes, it is slightly over budget, but I figure $10 is forgivable. The CPU cooler isn't all that great, but should be sufficient for an office computer (arguably you could even go a bit lower-end on it). The biggest feature is the GPU, in that there is one. I figure just because you're on a budget doesn't mean you have to completely skimp, so I went with an an HD 7750, which should enable a power office user to setup multiple monitors. That's also why I went with 8GBs of memory (that and you don't really save all that much money going with only 4, though with 4, or higher latency, I could get the price down under $500). Finally, since we are on a budget here, no SSD, just a Caviar Blue HDD. Case isn't anything special either, though one of the best at the sub-$50 level.
