Graphics cards

i am using a gforce 210 with 1gb of memory and am thinking of updating on a budget . is the Vtx3d 2gb Radeon Hd 5450 Ddr3 Pci-E 2.1 Vga Card better. I mainly watch tv though sky hd box and dvds and would like a better picture.
