Gaming and Grafix PC build

hello guys a friend of mine told me about this forum, which is great by the way, as i am looking for a low budget pc that can handle games in medium-high quality settings and grafix software like photoshop and cinema 4d.

Approximate Purchase Date: I don't have any purchase date

Budget Range: Between 500-650 (Euros)
System Usage from Most to Least Important: Gaming and grafix, watching movies etc
Are you buying a monitor: No

Do you need to buy OS: No

Preferred Website(s) for Parts: it is a Portuguese site it's called www.chiptec.net

Parts Preferences: I would like to buy a AMD CPU

Overclocking: Yes
SLI or Crossfire: I do not know what is SLI or Crossfire

Your Monitor Resolution: 1920x1080
Additional Comments: i would like to request a build for a computer that doesn't make much noise, although i need it to be capable of playing most new games in medium, if possible with this budget.

And Most Importantly, Why Are You Upgrading: My old computer is getting old and therefore it hasn't been able to run most of new games in low quality settings and one of my hobbies is working with grafix software like photoshop and cinema 4d

As far as i know AMD is usually better for perfomance i think and i would like to know the difference between skam3 and skam3+
i have a few CPUs that i would like to know more about , and wich one is the best, and they are:

Processors with the serial numbers x3xx are improved models so use one of those

In the US an FX 6300 is an excellent compromise of price and performance .

Use a mother board with a 970 or 990 chipset
The Asrock 970 extreme4 is feature rich and well priced
2 x4 gig kit of 1600 MHz RAM rated for 1.5 volts or less
A radeon 7850 graphics card will play games extremely well at 1080p resolution

So if an FX 6300 CPU is a great choice, would the FX 8320 be great for overclocking too?
what about a PSU? i don't want to buy a weird one that will fry my components xD
