My system seem's really sluggish

Hi guys and gals just got don a new build minus a new video card and a new hdd but my system seem's really sluggish here are my spec's
AMD Fx-6100 stock cooler
MSI 970a-g46
AMD entertainment ram 8gb dual channel 1600mhz
Thermaltake TR2 500 watt
Zalman z9 plus case

Also using a geforce 210 for video temporally

don't know why cpu fan is at 100% doesn't seem that hot.
would be great full to any help

How are you getting the CPU that cold? If you have air cooling, it should never be colder than the air in the room. The temperature sensor on the CPU could be malfunctioning.

The mobo say around 31 40 C in the bios. witch I think is more accurate. But the cpu fan is at 100% all the time and a I don't know why. it is just the stock heatsink
