Best Graphics Card for 400w PSU

I'm currently looking at either an EVGA GTX 550TI or an XFX 7750. Both cards require a 400w PSU. I have an Antec 400C 400w PSU, on newegg it says I have +12v rail 30A. Is this how many amps I have? Is this enough to run a GTX 550ti?

Depending on the age of the PSU, he could even run a 7850 GPU, if he wasn't OC'ing and was just running at stock speeds. I wouldn't recommend it on an older (2+ years) PSU, but it could be done. I'd rather see a 430w or better PSU for the 7850 GPU, but since he's on the 7750/7770 GPU, he should be fine.
