Issue with my FPS ingame with good computer

Hi i have an issue with low FPS in games like World of warcraft COD black ops MWF and so on ... my wors issue is in WOW 3.3.5a i am in about 21 fps and there is all new stuffs in my computer atm i have
2TB harddrive 8GB ram corsair 1333 AMD radeon HD 6450 and Win7 ultimate 64
Amd fx 8-core 3.1Ghz 18.0 mb total cashe am3+
MSI 760GM-e51fx motherboard
i have tried everything got all the latest drivers even directX and so on still i have laag spikes and low fps the thing is i should be above 60fps but i,m not i get top 30 fps if i am alone in some random place
my settings on Wow in Costum with the shadow quality on 0 and rest about half settings going with 1280-720 resolution
i have a 22" tv HD rdy tv as screen i have even called the seller store ans asked about this and they cant help me So now i am trying here and prey to god somone can help me it feals so bad to spend this money on this computer and all i get is crap![:(]( ":(")

hmm so ok ill need to replace the Gpu the motherboard should be fine i have talked to everyone and this one i have can be used for this only that i can have max 16gb ram in it i will stay on 12 so if anyone got an good site where i can buy a good but cheep Gpu that would be great also if its not a site in sweden i need a site that sends it to sweden
