Same/low FPS in all resolutions?

Hey guys, I'm currently running a 7850 on Windows 7 and I've been getting very low FPS in games, specifically WoW and GW2. Game is mostly fine on LoL and D3, oddly enough.

On the games I have problems with, I play them on Ultra on 1920x1080. When I switch the detail level to low or medium, the FPS gets better, as it should. However, when I decrease the resolution, but stay on the same detail level, there is no difference in FPS. For example, ultra on 1920x1080 has no fps difference from Ultra on 800x600.

I've read up several threads on this but have not been able to find a solution or diagnosis. My PSU is 600watts, and I'm running an AMD Phenom 1055T X6, both of which should not be bottle necking my GPU. I do have the latest drivers installed (12.8). The only thing I can think of is that there's something wrong with my CPU, as in its broken or something. My CPU was already OC'd up to 3.4, just tried 3.7 and it's still the same.

Any thoughts?

Mostly depending on the area, I get around 45-60 in dungeons with a few people and anywhere ranging from 15-35 in more busy towns/areas. All of this is in 1920x1080, ultra settings, but the same FPS applies for any lower resolutions.

Would my CPU really be a bottleneck? I figured 3.7 would be enough and the 1055T should be a pretty decent processor, though its been in use for quite a while now.

12.6 isn't the latest driver. 12.8 is. Try 12.8 and tell us how it works out for you. Also, update Windows and your game. That could help.

My mistake, I actually have 12.8 installed, not 12.6. My game and windows are all updated too.
