Ok so I tried playing guild wars 2 and I just cant. Such low fps no matter what. Lots of others are saying the game isn't optimized so they have similar experiences playing, however I'm starting to think my gpu is bottle necking my cpu (gw2 is more cpu bound). My specs are:

Intel i5 3570k
700w ocz psu
60gb ssd
160gb hdd
sapphire radeon 5770
asrock h77 pro 4m

If your fps doesn't change when you go between different graphics settings then its not your gpu, but at the same time I would doubt your cpu wold bottleneck the game much either. Do you have enough ram (more than 2GB) and hard drive space (probably as long as ur not in the last 10%, but I would honestly have no idea how it might affect you besides load times).

I have 16gb ddr3 ram 1333 lol hdd and ssd are fine

TBH i hope your gpu bottlenecks any system. Just means its truly running at its best.

If it were running at lets say 50%, then it would be another componenet bottlenecking and you wouldnt be getting optimal performance out of your rig.
