FPS not increased after upgrade

Sup all, I just upgrading my GeForce GTX 550ti to a 660ti and Max Payne 3 still have the same FPS, which is 60. Should it be at least double of what it was? Would upgrading my CPU (AMD Athlon X6 1090T) or Memory (8GB DDR 3 10666) improve fps?
 


V-sync caps your FPS to the maximum FPS your monitor can display as well as ensure that the images updated from your video card are updated to the monitor buffer only when the buffer isn't currently being updated to the screen. This prevents tearing, which is a result of two images being partially displayed on the monitor, because the buffer was updated at the same time the monitor was updating the image. The period of time the monitor is not updating the image is called vertical retrace mode. The V in V sync stands for vertical retrace mode.
