660 ti Borderlands 2 Framerate?

Just curious as to what frame rates you guys are getting when playing Borderlands 2 on a 660 ti. Here is my setup:

Case: Rosewill CHALLENGER Black Gaming ATX Mid Tower

Mobo: BIOSTAR TH67B LGA 1155 micro atx

CPU: Intel Core i5-2400 Sandy Bridge 3.1GHz (3.4GHz Turbo Boost)
http://www.newegg.com/Product/Product.aspx?Item=N82E16819115074

RAM: Wintec AMPX 4GB (2 x 2GB) and 8gb micro center branded (2 x 4GB)
http://www.newegg.com/Product/Product.aspx?Item=N82E16820161279

GPU: Galaxy GeForce 660 ti 2gb
http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=003734450

HDD: Seagate Barracuda ST31000524AS 1TB 7200 RPM 32MB Cache
http://www.newegg.com/Product/Product.aspx?Item=N82E16822148697

PSU: Cooler Master eXtreme Power Plus 600-Watt ATX Power Supply
http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=4434993&srkey=c283-1206

Now to my question: Is it normal for me to get frame rates as low as 42 fps on Ultra settings? Just in case you don't know what the ultra settings are, here is a screenshot of my settings. My resolution is 1920x1080 btw.

On my gtx 670 i5 3670k @ 4.3 ghz I always get a consistent 60 fps no matter what with all settings maxed out!

It usually hovers around 60 -80 % gpu usage
