Counter Strike: GO - FPS Issue

Hey guys, I recently bought a new computer of which has much better specs than my old computer. I can run every game on high graphic settings accept from CS: GO which has a constant low FPS even on low graphic settings.

CPU: AMD FX(tm)-4100 Quad-Core Processor
CPU Speed: 3.6 GHz Performance Rated at: 10.80 GHz
RAM: 8.2 GB
OS: Microsoft Windows 7 Ultimate Edition Service Pack 1 (build 7601), 64-bit
Video Card: AMD Radeon HD7700 Series
DirectX version: 11.0
Free Disk Space: 848.8 GB

I'd be extremely grateful if someone were to help me out :/

I'm assuming this is a prebuilt system?

Is it low fps or micro-stuttering (frames are freezing long enough to prevent smooth gameplay)?

If it's stuttering, your frames will be high. To view your frame rate in CS:GO, enable developers console thru options, push "~", type net_graph 1, push enter.

To turn it off, enter net_graph 0

I did exactly what you asked and it told me that my FPS was at around 9 - 10.

What should I do next?
