Can't connect to a local internet network

Hello,I got a lap top witch used to work proper and I had no probs with him after I brought my lap top from UK to Lithuania I can not connect a local area network the problem shows 651 and when I enable

a local internet there come up a red cross on the internet image.please help me out.thanks
