660Ti problems

I just got a MSI 660Ti Power Edition OC, I put it into a MSI motherboard and after doing diagnostics on every other part I have come down to it that the graphics card is probably causing the error. I am not getting to POST, I get a black screen with a bar on the top left and on the bottom right it shows error code B2. I have tried booting with 1 DIMM instead of my 2 right now, tried that one stick on different slots,cleared CMOS at least a thousand times, and reseated the graphics card several times as well. Any idea what to do, if it is not the graphics card then what is it?

Oh and I just bought the card yesterday so I can still return it so that is not an issue
