New Build won't shut down properly

I am a new member here so please tell me if this is in the wrong area.
Anyways, my friend and I just put together a new build with all new parts. It all went smoothly installed Windows 8 64-bit along with the computer's drivers. Though when we go to shutdown the computer the OS shuts down and the system itself seems to stay on. The only way to shut it off is manually. I have seen this is most likely a driver issue or an unlikely possibility of a bad psu or mobo. Any help? here are the system specs:

CPU: Intel i7-3770K
MOBO: ASRock Z77 Extreme4 Intel Z77
PSU: CORSAIR Enthusiast Series TX650 V2 650W
RAM: G.SKILL Ripjaws X Series 16GB (2 x 8GB)
HDD: Seagate Barracuda1TB 7200 RPM
CASE: Rosewill BLACKHAWK Gaming ATX Mid Tower
