Low/Mid Ranged Workstation for 3D Design

I've been trying to convince to Uncle to stop buying HP work stations and just get a custom computer that he could just add onto instead of buying new computers every other year. He told me his Budget is a MAX of $1,500. I have most of my knowledge based on Gaming rigs so the Workstation components are new to me. I've done some research but would still prefer personal opinion over facts with this build. He will only be doing 3D design on this computer, but I also would like him to be able to show it off a bit to his clients. So those of you who work with these kinds of builds, I would appreciate your input on what I should add or change.
