My motherboard is not recognizing the monitor

I have a problem. my motherboard 'A7S8X-MX series' is not recognizing
the monitor.
My monitor is not receiving graphic signals from the motherboard and
CPU does not give 'beep' sound when it is switching on. But, it starts
without beep sound and can not recognize the monitor. Please, let me
know how can I solve this problem.
I connected the vga-blue cable to cpu-15pins serial port and the computer switched on. But the monitor screen is not displaying anything like 'graphic signals are not received'.

please suggest, how to solve my problem?
I think my motherboard 'ASUS A7S8X-MX series' has (encountered) a graphic card problem.
