System Icon

No matter how I try to access the system icon and press it No response to my action, can't run system.
Any help greatly appreciated.

In the control panel you will see a icon called System. I,m running Windows 7. When I press the icon with my mouse it does not populate or execute. Other icons in the control panel do execute when the mouse is pressed. Hope the image shows up below. It's my first time trying to post an image.
