Is that Cryengine 3 (OMG) or the Cryengine 3 SDK?
If u are planning on using it u should also get atleast 4GB ddr3 RAM preferably in dual channel mode.
Since Crytek is tied up with Nvidia , Going for Geforce cards is a better option , since they will have better driver support.
Where are u planning to buy from?
If u can get the Zotac GTX 560 Ti 905MHz OC from somewhere then that would be the best option
Else i got this:

its the sdk obviously. Forgot about the mobo. But u should still get atleast 4GB RAM .Is ur cpu Phenom II X4 940 or X2?
Also forgot about this: MSI N560GTX Ti Twin Frozr II Edit: 880MHz core clock
If u can find this card in ur budget then its the best one out there of the GTX 560 Ti's

Edit: Also important what is ur PSU?

for 15000 budget you cannot get the hd7870.. your options are hd7850 or gtx660 non ti or gtx560 ti.. make your choice accordingly ..also add atleast another 2gb ram and also get a new high quality psu with atleast 450 watts with 24A on 12v rail minimum ..if you need all thia for total 15000 then get gtx560 for 12000 and spend the rest on psu+ram
