Here is a list of my set up, list won't be complete details as the manuals and stuff I can find don't seem to have the model numbers on all of them. Here we go anyway

OK so I bought and made this system about 3.5 years ago.
In the past I have had problems with my GPU overheating and I think I may have damaged it as I have noted significantly slower performance over the last year or so(having to play Starcraft 2 in low settings on 1680x1050 Res) to get a good framerate. This is pretty much the only game I play although I would like to be able to play newer games aswell (such as new XCOM out on Friday)
Anyway so last night I put my CPU in sleep and turned it back on. The computer seems to start up, fans start etc, however monitor goes into sleep mode. This has happened in the past so i turn it off and wait 5 min and retry,same thing.
I kept trying this a few more times to no avail. At this point I opened up my PC. Reset my card. Tried removing all non essential components. But every time the same thing CPU starts phase light go all the way on and stay all on including the red ones. However the fan on the GPU doesn't start.
At this point I'm pretty sure its either the GPU is dead completely or my PSU is failing and can't power the card
I have a few questions
1.is there anything else I could try to fix this?
2.How can I work out which is the faulty component?
3.I am having a hard time trouble shooting as I dont get any beeps off my mobo that I would use for diagnosing. Im not sure why but ive never had the beeps on the mobo working, im not sure if its a problem with this model mobo or the Antec case, or maybe im just missing a connection on the board?
4.If I have to replace my GPU what is a good replacement, I'm thinking a 560 Ti seems to be similar performance but running cooler and with less power for around £100 on ebay
