HELP!! Computer boot or display anything after power outage.

After a severe power outage in my neighborhood my computer will not boot up.

Things I have noticed;

1. When powered up, all components seemingly get power. GPU, Hard Drive, Fans all get their power.

2. Monitor displays nothing and acts as in a 'idle' state, as it does when it receives no signal. Because of this I cannot reach BIOS or anything else.

Troubleshooting I have tried;

1. Hard reset on the computer. Unplugged and re-plugged everything in.

2. Switched out graphics cards with the same outcome on both.

3. Took out 3 of my 4 sticks of RAM and attempted a 1 stick boot up. The first did not work so I tried the 1 stick boot up with all 4 sticks of RAM.

This leaves me to believe it may be my motherboard or my CPU. Are there ways to test these things if I don't have any extra parts lying around?

Would greatly appreciate any help given!

I would swap in a known working PSU.
