GPU high clocks on idle?

For some reason, my GPU clocks are high when I am on idle. They use to be really low on idle, allowing the idle temps to stay low. Now the idle temps at around 53c. I looked at GPU-z and CCC and it's showing it going to 800/1300mhz; which is way too high for idle. I do not have two monitors setup, so I am confused as to why it is doing this... does anyone know how to resolve this?
