Computer cycles on/off by itself

I think I may know the cause, but really want to make sure. This is a new build that I've had a couple various issues with and have never actually been able to boot successfully.

Plug in computer. Flip switch on power supply. Computer immediately starts flicking on.... off... on.... off. (2-3 secs) Note that I never touched the button at the front. This leads me to my inital thought of bad power switch.

BUT.. during this process the processor cooling fan trys to start (it jiggles) but doesnt. Other fans, case and grphics card, do do a couple rotations (most likely 100 but you know).

One last note. My current motherboard (sent the "good" one to have its Bios updated) only supports one case fan. I plan to get a splitter, but figured the dang thing should atleast start.

It might be that your power supply is not strong enough to power your whole build, so maybe find out how much watt it puts out and how much your system requires :) but that's my opinion
