Graphics Card Help

Heres the card the computer comes with
NVIDIA GT640 2GB Video

Heres the card i might upgrade to
AMD Radeon HD 7750 1GB 16X PCIe 3.0 Video Card

That should give you a bit of a performance upgrade, but I would actually spend a bit more money assuming you have the power supply for it. I would go for a 7770 at the least or something else from that tier in the GPU hierarchy, a 7770 is probably just the best for the price. On Newegg.com the 7750 and 7770 cost just about the same.
Or, 6850's are for sure worth the extra $25 or so over the 7770 if you want to stretch your budget that much.

So if I upgrade to the:AMD Radeon HD 7770 1GB 16X PCIe 3.0 Video Card, do u think I could run black ops 2 , battlefield 3, CoD, ect. on MAX settings

Not BF3 maxed in multiplayer, I don't play CoD on my PC, but I don't think that requires a lot of power so you could probably max out the current ones, and probably Black Ops 2 unless they really change up the graphics.

From the games I play my 7770 maxes, Wow, Starcraft 2, Mass Effect 3, and it'll just about max out Skyrim, and Guild Wars 2. And those are all the games that I have.

No you will not run them on max. If you upgrade to a GTX 660 or HD 7870 then pretty much.
