New build gaming PC $800-$1500 budget

i saw a thread about asking for advice on new build so i'll base on it

Approximate Purchase Date: next year between February and May

Budget Range: $ 800 - $ 1500

System Usage from Most to Least Important: Gaming on ULTRA settings, internet browsing, college research and works

Are you buying a monitor: Yes

Parts to Upgrade: starting from zero

Do you need to buy OS: Yes

Preferred Website(s) for Parts: Amazon.com but any suggestions are fine

Location: LA

Parts Preferences: intel but any suggestion is fine

Overclocking: i don't know what that is :??: 

SLI or Crossfire: i don't know what that is :??: 

Your Monitor Resolution: buying new monitor to play in high definition (sorry i'm a noob about building PCs)

Additional Comments: i want to run games like battlefield 3, skyrim, hitman absolution, assassin's creed 3 in ultra settings, is this possible with my budget? i can't overpass $1500.
i understand only a bit about PC components

And Most Importantly, Why Are You Upgrading: i'm tired of playing games on ps3 while looking at PC games looking so amazing and for example the difference between battlefield 3: ps3/xbox 24 players vs. PC 64 players
