My first rig / Will this work?

Hi all

I have been thinking about building my own desktop pc for about a year now while now and finally I think that I have the parts that I need, but I have few concerns and questions.

PSU: 650 Watt Corsair TX Serie Modular 80+ Bronze ~78 EUR
CPU: Phenom x4 Black Edition 955 ~71 EUR
COOLER: Xilence PWM AMD S AM3 ~ 6EUR
MOBO: ASRock 970 Pro3 - ~60EUR
RAM: 2x 8 GB G.Skill NT Series DDR3-1333 DIMM CL9 ~54 EUR
GRAPHICS: 2048 Mb Asus GTX 660 DirectCU II ~204EUR
HDD: 2x 1,5tb Segate Barracuda Green ~ 126 EUR
SSD: 128GB Crucial V4 2.5" (6.4cm) SATA 3Gb/s ~78EUR
CASE: Cooler Master Elite 430 ~45 EUR
CDROM: LG Bluray/DVD
Total: ~721 EUR

Firstly, is the PSU sufficient enough? Or is it possibly overkill? Secondly, is the CPU cooler even necessary if iI am not going to overclock. But if it is still a must, is that model ok or should I invest more? Are the HDDs worth it or should I change them?
And lastly, is the case ok, or do you have better suggestions?

Edit: I forgot the DVD/Bluray player I had bought previously

Check some amd cards while your at it like the 7870. I would get that cpu cooler. For intel I would say no, but the phenom stock fans are really loud. Look into get an evo from corsair.
