LARGE PROBLEM with graphics card fan

Hello, I was experiencing problems with my 6790 HIS fan, it would erratically escalate with the noise level when I turned on my computer, And out of nowhere it would spin up and I would hear it even with headphones on 100 %, So I decided to inspect the gpu for myself and took it apart, and well where the heat sink meet the CPU of the graphics card, one of those rubber or plastic cylinders fell off and I couldn't find it so I decided to remove all of them and go ahead and plug the screws that attack to the back on the gpu plate in and well the fan seems to be not working or either not functioning properly ADVICE PLEASE !
