Noises through headphone.

Alright so I have been getting scratches and whines through my headset / speakers. I tried everything that everyone said on the web and it does not work. I have tried my headset and it gets the whine, I tried my speaker and it does the same. I'm upgrading my GPU to a ASUS 6850 and my PSU to a Corsair CX600. Hopefully upgrading these parts will help? I get the scratching noise when my computer is doing nothing at all (without moving my mouse) and with moving my mouse I get the whine + scratch. Any help?
