Monitor not working , I think

Okay, long story short , in 1920 by 1080 resolution ( that is the " recommended resolution" )

everything is so freaking small, like all the websites and stuff
is there something wrong with my monitor or computer

The issue is the font size/view level Windows is set to. Do this:

-Right click on Desktop
-Select Personalize
-Click on "Make text and other items larger or smaller"
-Select medium (try large later if you want even larger). Apply.

That's how it's supposed to be. If you have poor eye sight adjust the dpi scaling

changing dpi doesn't do any good, the increase is font size is negligible
