Sapphire OC 7850 or 7870?

I want to upgrade from my current HD Radeon 5770 to either 7850 or 7870. Here in India, 7850 costs around $320 and 7870 around $380. Also, my current cabinet (even smaller than the mid-towers) cannot accomodate 7870 so I'll have to buy a new one (preferably CM 431 Elite Plus for ~$70). 7850 is of same size as 5770 so I won't need to buy a new cabinet.

I would have gone with 7870 had my cabinet had the room for it but is 7870 worth the extra $60 + $70 for new cabinet? Can 7850 be safely OCed to near 7870 levels? I'll be playing games at 1900x1080 resolution.

In short, yes, you can OC a 7850 to 7870 levels if you want. Just make sure you get a good aftermarket cooled one. ie Asus, MSI...etc. In your case (pun intended), this would be a better option than buying more than you need.
