Lagg because low psu?

Hey, I was wondering what my lagg causes while gaming. On my screen it seems to teleport a bit. I dont think it is because of my internet, I use to have normal ping from 20-50. My graphic doesnt seem to be the problem either I think. Its a Asus HD Radeon 6870. Playing games like smite and world of warcraft. The FPS seems to drop down and go up the whole time when Im walking. So might this be caused by a PSU with not enough power? Or not enough RAM? Bad CPU?

specs:
500gb HHD
AMD Athlon II x4 635 (2,9ghz)
Asus HD Radeon 6870
4gb RAM
Gigabyte GA-MA785GT-UD3H
PSU atleast 300W (Not sure about it)

Required psu is 500w. It's the obvious problem. Borrow a friend's psu and see what will happen..
