Will this PC run games on minimum graphics with hig fps

I was looking to get this pc for my BDay, the thing is i know you will say well get better parts or something but my family has a very low budget for things like this so this pc is within my budget, over time i will add better parts

could it run Black ops 2 on lowest settings with stable 125 or stable 90
