Horrible quality with ATI TV Wonder Elite as second tuner

I original was running just one HD 650, but wanted to be able to record a second show so I picked up a TV wonder elite off ebay. I watched some tests so I knew what to expect quality wise, but what I'm getting is nowhere close. The picture is incredibly dark and very very low quality. Any help would be greatly appreciated.
