Internet gradually slows down and stops.

Whenever i try to watch a video on youtube, 50% of the time it stops loading after 3 seconds. When i check my network usage, it says it's downloading at full speed (81 kb/s), but it obviously is throwing away most of the data or something. This started happening after a clean install after i installed my graphics drivers (nvidia) and now anything that uses the internet is unstable and the dl speeds bounce up and down. I've tried using both a network card and the built in ethernet port on my motherboard, but nothing changes the problem. Please help?

example here, i'm dling the beta drivers to see if that's going to make things better. i also blacked out my ip address. and the dl speed is still dropping by about 0.1 kb/s every minute or so.
