Why is this GPU going for so cheap?

Because it uses a Limited Edition GPU (i.e. Fermi GF110 with two streaming multi-processors (SM) disabled) which is now discontinued.

This card's performance is closer to the GeForce GTX 570 than the GeForce GTX 560 Ti.

The GeForce GTX 570 uses the same GF110 GPU except it has only one streaming multi-processor disabled. The GeForce GTX 580 also uses the same GF110 GPU except none of its streaming multi-processors are disabled.

The GeForce GTX 560 Ti uses a different GPU, the GF114.

You also can't run a GeForce GTX 560 Ti 448 Cores Limited Edition card and a GeForce GTX 560 Ti card in SLI mode because the GPUs are different.
 
It's a real good deal. They are clearing out stock to make room for all the new 600 series cards. The 560 Ti 448 cores model is based on the GTX 570 PCB, rather than the 560 Ti PCB. It's a good card with great overclocking capabilities.

Place it's performance level just under the GTX 570 and GTX 660, and faster when overclocked.

Not sure why it's so cheap i never heard of that one but the non-reference 560 Ti designs, factory overclocked to 900 Mhz. Among them you will find several models that have upgrade dPCB's and beefed up VRMs.They have been known to top 30% overclocks over the reference cards.

One can force SLI with a hack but results in a BSOD but a normal 560 Ti can be forced into sli with a 256bit gtx460 and work but afr mode limits potential.
560 448 isn't a bad card and is a pretty good deal especially if the build quality is high. Better than pos 650ti.
