Try using GPU-Z to view your clock-rate, etc. It's very handy.
I have and it shows correctly, even in NVIDIA control panel. Before on my 560 ti, and other cards, it would show the actual memory and core clock and then I can actually see what im increasing to for example. at stock my card is 915 mhz, normally the core clock would show in Afterburner as 915 then as you increase it it will raise. If I went 40mhz overclock it would show as 955 instead now if I increase it by 40mhz it will show as +40 instead. Its the same exact thing I know, Its just weird because no one else is having this problem that I know of
