Does light use mean things like watching HD video playback, or does it mean light gaming?

The 610, which is a rebranded 520, is actually better than the 5450, but please keep in mind that neither of these are terribly good.

However, if all you want to do it watch videos, making make some fancy graphs, you won't have an issue.

I haven't found a good review of the 610... that's a though one.

BUT, according to anandtech, this is a GT 520 with another name, and the gt 520 is a slow card, even compared to other nvidia products like the gt 220.

The HD 5450 isn't that good either, being beat by the gt 520 in raw performance.

I would go for the gt 610 (if there's no other choice like the hd 5670-40 USD)

5670 and 240 are both way off target for his price points though.. but they are better..

Well if if its a fight between Nvidia and ATI at the price point you are speaking of. you can easily get carried away and bump for 48dollar budget to 110dollars... Yes you will get that much better of a card.

If your goign between a gt 430, 240, 620. Its all in the same ballpark.

ATI you will get perhaps slightly better performance for the money, but am bias to Nvidia due to the driver support and alot of games really take advantage of their technologies.

So fanboys of ati and nvidia will direct you to their side sure.. but if you are looking for a certain price for performance, stick to that. and it should be clear. Just make sure you get a recognized brand and stay away from refurbish products..
