Video Card Problem [ Radeon HD 6870 TWIN FROZR II ]

Hello,
I recently bought a new video card :

I have a "small" issue with it . Well not that small..
When i put the connector in it the monitor gets no signal.Tried with the HDMI connector aswell and on a 700w PSU.
My old video card was working perfectly although it was not that good .
I was wondering what can be the problem..
My PC:

4 GB RAM
INTEL CORE I3 540M 3,06 GHZ
MOTHERBOARD :
http://www.asrock.com/mb/Intel/H55M%20Pro/
PSU: 500w Raidmax

I would aprectiate it if you guys can help me out .

Have you tried the MSI R6870 Twin Frozr II in another system to confirm that the card is actually functioning (i.e. not DOA)?

Yea , actually I tested it on another system with better configuration and It didn't work either . After that i RMA it and after I got it back I got the same problem . . .

When you got it back did you test it another system to prove that it works before you installed it into your problem system?

Raidmax power supplies should be avoided at all cost.

The only way to prove it is to use a known fully working quality power supply unit.

For troubleshooting purposes you can take the power supply from the test system and try it in the problem system.
