Can anyone tell me if this is any good?

I'm a very casual gamer. I hav a core 2 duo 2.8 Ghz PC with Asus p5kpl-am/ps motherboard, 2GB DDR2 RAM, and a general 400W PSU. Ive been thinking about buying a new graphics card. I had the XFX Nvidia 9500 GT but its damaged now. I was thinking about buying the HIS AMD 5670 ICEQ 1GB GDDR5 Graphics Card. Will it be any good?? Is it compatible with my system bcuz my PSU is not so great. Its just a local brand. I doubt its actually 400W.
