Will not let me exit safe mode

This computer seems to be stuck in safe mode and nothing I do will allow me to exit. I have tried the F8 key and it just keeps re booting and going back to the blue screen in safe mode, while it is counting down. What can I do? Is this computer completely shoot?

Are you actually selecting safemode or does it say its safemode? the "blue screen" is an error message, and you have a hardware or software problem. What is the error message?

You have to press F8 repeatedly for it to usually catch it at the right spot to get the safemode options.

the error message is windows failed to start. A resent hardware or software change might be the cause. Insert a windows installation disc, which I don't have.
