Cant tell if Video card or motherboard or both dead

I have an MSI 6450 2GB Radeon HD Graphics card on an Asus M5A97 motherboard. When I plug my AOC monitor into the VGA interface and start up, I at first get a the AOC logo and, then get a no signal alert. Does this signify a dead card? The fan blows on the card, and all of the other components work, so, that means that the mobo is functioning.
