Best bang for buck 840$ build?

My friend want to order a new computer for his girlfriend and he want to do it asap.

The only constraint is 800$ to 840$ Including Shipping. The computer must be built from scratch.(We will build it from the pieces we order). Edit: We are in Canada.

The goal is getting the best gaming performance possible AND for the computer to look cool. She prefer Blue.
