AMD 6970 crossfire low gpu usage (help!)

So here are my system specs:
AMD 6970 crossfire
intel core i5-2500
12GB (can't remember brand) DDR3 ram
Cooler Master GX 750w psu

I've noticed while playing bf3 and other games that my gpu usage can be kinda weird. One gpu while be under 99% load while the other just sits at around 20%. My cpu usage also sits at around 80%. The frustrating part is, I remember not too long ago both my gpus would sit at 90%+ usage and I would get good performance in game.

I have also tried using multiple drivers but no luck fixing the gpu usage

It's annoying because now I'm only getting around 40fps in bf3 on all ultra, when before (when I knew both gpus where at 90%+ load) I got 60+ fps.

Can anyone help me out, and tell me why this is happening and/or how to fix it?

Thanks in advance for any responses :)

BTW did you disable vsync? that could be the cause of your problem

Yes, I did disable vsync but no fps gain. I usually have vsync on because it smooths out the micro-stuttering I get with crossfire setups
