WTF!? Steam SOOOO SLOOOW!!!!

I was just on Steam today.
I am downloading Team Fortress 2 right now.
It was downloading at 3.4MB/s
I was happy.

I had lunch, came back and it was at 300kb/s
2 minutes later it went down to 150kb/s
Then down to 1 Byte/s
Any help to make it faster?
