HELP WITH GTX-570 OC

Hello,
I am running a GTX-570 factory overclocked(also using MSI aftb & Nvidia Tools) with PDC-3.00GHz,4GB RAM and Gigabyte G-41 Mb. This Setup is surely not ideal to get the max performance out of the card.The card barely gets up to 50% of its capabilities. What MB,CPU,RAM should I use?
