New mobo installed and it doesnt go to post

Hello,
new mobo installed and it doesn't go to post and tested other motherboard it does go to post but loose power on Windows installation.

Reconfirm all connections - very carefully. Take your time. Remove 'excess' components not needed for boot (e.g. soundcard). If there is diagnostic info (led code, bleeping) consult the manual. Reconfirm power requirement!

I have removed all additional component , only Processor with heat sink and stoll does not go to POST and no beep.
